LCDR Qin Haoyang, previously an officer in Foreign Affairs Bureau of the Staff Department in People’s Liberation Army Navy(PLAN), joined the Chinese Navy in 2007. His former posts include Navigator of a Frigate, Staff officer of Executive Office in South Sea Fleet, training officer in a Military college. He has joined many military missions, such as China-Southest Asia Maritime Exercise, Blustrike, Seaguardian, MMCA, etc.

He graduated from Dalian Naval Academy with a Bachelor's degree in Engineering 2011, and another Bachelor's degree in Logistic. He also has been trained in Naval Submarine Academy.

He is currently married.
